A 4-year-old child could have been harmed when a caretaker attacked another caretaker who was holding the child.

There was no incident report made by the operation for the police being called to the home.

During an inspection of the home, it was discovered that the caretaker had prescription medication and animal medication in an unlocked portable refrigerator in the bedroom
